Noorwegen – Laboratoriuminstrumenten, optische en precisie-instrumenten (uitgezonderd brillen) – Intention notice: Allergy instrument for Helse Bergen HF

Helse Bergen HF shall re-procure an allergy instrument for use in the Department of Medical Biochemistry and Pharmacology at Haukeland University Hospital and intends to enter into agreement with Thermo Fisher Diagnostics AS on allergy instruments and associated consumables. A market dialogue was made when the current instrument was procured in 2014, then only one supplier could deliver an instrument that can handle the required analyses. In connection with this procurement, new surveys have been carried out on the analyses at potential suppliers, and the tender situation has not changed.

The competition is therefore impossible for technical reasons. The procurement will be carried out as a procurement without competition, cf. regulation 12 August 2016 no. 974 on public procurements (FOA) § 13-4 letter b, point 2. 2. The chosen solution is the only identified system that covers the laboratory ́s total analyses in allergy diagnostics.

The instrument is used for analysing total IgE, specific IgE (including rare specific allergens and components), tryptase, eosinophite kationprotein (ECP) and Aspergillus fumigatus IgG (GM3). The completed market assessment has shown that Thermo Fisher Diagnostics AS is the only supplier who can offer the entire necessary analysis panel on one integrated platform. The analysis system is an established part of the laboratory ́s existing analysis platform and a continuation of this system ensures continuity of diagnostics, comparability of analysis results over time as well as further use of established reference values, quality routines and competence.

The analysis system provides appropriate utilisation of the laboratory ́s resources as regards personnel, work flow, sample handling and available area. Furthermore, the system reduces the need for training, method verification and implementation of new analysis processes, at the same time that existing competence and work flow can be continued. Conditions for procurements without competition, cf. the Regulation 12 August 2016 no. 974 on public procurements (FOA) § 13-4 letter b are considered fulfilled.

An intention notice will be published in accordance with the provision in § 21-5. Objections to the intention of signing the contract shall be directed to Sykehusinnkjøp by the date 26.10.2026, 12.00.
