Die BLS Breitband plant die weitere Errichtung eines geförderten Gigabit-Netzes auf Basis der FTTB-Technologie in den unter Abschnitt A.3 der Aufgabenbeschreibung zu den Ausschreibungsunterlagen genannten Gemarkungsgebieten. Das geförderte Gigabit-Netz (FTTB) besteht aus Zuleitungsinfrastrukturen in das Versorgungsgebiet sowie innerörtlichen Verteilnetzen in den jeweiligen Ausbaugebieten der nachstehend genannten Lose. Gegenstand dieses Verfahrens (Cluster 3) sind die im Förderprogramm „graue Flecken“ nach der Gigabit-Richtlinie 2.0 (GFP 2.0) geförderten Versorgungsbereiche.
Vergeben wird je Los im Wege einer Dienstleistungskonzession der Betrieb des passiven Gigabit-Netzes einschließlich Aufbau und Betrieb der aktiven Technik, Erbringung von Endkundendiensten, Gewährung eines offenen Netzzugangs (Open Access) sowie Wartung, Instandhaltung und Dokumentation; die Überlassung erfolgt gegen Pacht auf Grundlage eines Netzbetriebs- und Pachtvertrags je Los (insgesamt 13 Lose).
