Bereitstellung eines flächendeckenden Gigabitnetzes und Angebot breitbandiger Telekommunikationsdienste in unterversorgten Gebieten (Dunkelgraue Flecken) des Kreises Herford im Wirtschaftlichkeitslückenmodell. Das Verfahren wird zweistufig als Verhandlungsverfahren mit vorgeschaltetem Teilnahmewettbewerb (vgl. § 12 Abs. 1 S. 2 KonzVgV) in zwei Stufen durchgeführt. Auf der ersten Stufe (Teilnahmewettbewerb) haben die Bieter innerhalb der Teilnahmefrist (vgl.
Ziff. 5.1.12 der vorliegenden Bekanntmachung) Teilnahmeanträge einzureichen, die sämtlichen Anforderungen dieser Bekanntmachung sowie des Begleitdokuments (herunterzuladen unter LINK ERGÄNZEN) genügen müssen.
