Gegenstand ist die interimsweise Fortführung der Bereitstellung von zentraler Telekommunikationsinfrastruktur für das Land Hessen, da der bestehende Rahmenvertrag endet. Aufgrund der geopolitischen Lage und damit einhergehenden Lieferverzögerungen bei der Beschaffung der benötigten Hardware ist eine Anschlussversorgung nicht sichergestellt. Eine solche ist jedoch zwingend geboten, da andernfalls erhebliche Gefahren für die öffentliche Sicherheit und Ordnung drohen.
Die Leistungserbringung erfolgt auf Grundlage des vormals geschlossenen Rahmenvertrages und wird ausschließlich zur vorläufigen Bedarfsdeckung vereinbart.
