Het voorwerp van de opdracht is het plaatsen, in huur geven en bedienen van pompen voor bemalingen langs de Durme afwaarts Lokeren, ter hoogte van waterlopen die wegens verzanding van de rivier niet meer gravitair kunnen afwateren. De opdracht kadert in de exploitatie van de waterweg, met name de waterbeheersing op de Durme afhankelijk van de weersomstandigheden en van de toestand van de aanpalende gronden en de waterlopen die in de Durme moeten uitmonden.
