Für die Projekte der Projektabteilung See im BAAINBw (Bundesamt für Ausrüstung, Informationstechnik und Nutzung der Bundeswehr) sind für Funktionsnachweise und Erprobungen der Waffensysteme an Bord von Neu- und Umbauten von Marineeinheiten auf See unter anderem zivile Flugzieldarstellungen (FZDen) im Geschwindigkeitsbereich 120-180 m/s mit Learjets notwendig. Zur Deckung des gesamten Bedarfes an FZDen in der Projektabteilung (PA) See soll ein Abrufvertrag über 5 Jahre geschlossen werden. Die Termine der Einsatzzeiten bedürfen aufgrund unvorhersehbarer Ereignisse der Erprobungsumstände (z.
