Die sichere Teilnahme am Straßenverkehr setzt eine zuverlässige Gefahrenwahrnehmung sowie angemessene Verhaltensreaktionen voraus. Bereits bei niedrigen Alkoholkonzentrationen werden diese Fähigkeiten beeinträchtigt, wodurch das Unfallrisiko mit zunehmendem Alkoholisierungsgrad exponentiell ansteigt. Während sich die bisherige wissenschaftliche Forschung und die rechtlichen Regelungen überwiegend auf Kraftfahrzeugführende konzentrieren, bestehen für Radfahrende weiterhin rechtliche Besonderheiten: Eine absolute Fahruntüchtigkeit wird erst ab einer Blutalkoholkonzentration von 1,6 ‰ angenommen, zudem existiert kein eigenständiger Bußgeldtatbestand für alkoholisiertes Radfahren.
Vor dem Hintergrund der stark gestiegenen Fahrrad- und Pedelec-Nutzung und damit verbundenen höheren Unfallrisikos sowie steigender Nutzungs- und Unfallzahlen gewinnt die Frage nach einer Anpassung der rechtlichen Rahmenbedingungen an Bedeutung. Ziel ist es, einen Beitrag zur Erhöhung der Verkehrssicherheit und zur Umsetzung der Vision Zero zu leisten.
