La consultation porte sur un marché de conception-réalisation afin de confier au titulaire une mission portant à la fois sur l'établissement des études et sur l'exécution des travaux de remplacement de l'éclairage sportif de la grande salle de l'Accor Arena. Les besoins, les exigences fonctionnelles et les contraintes sont définis par la pièce PE01, programme fonctionnel des besoins. La présente consultation est une procédure de dialogue compétitif, telle que prévue par les dispositions des articles R.2161-24 à R.2161-31 du code de la commande publique, mise en oeuvre en vue de la passation d'un marché de conception et réalisation.
