Das Institut für Bildungsanalysen Baden-Württemberg ist als nachgeordnete Behörde des Ministeriums für Kultus, Jugend und Sport Baden-Württemberg dafür verantwortlich, dem gesamten Kultusbereich neben geeigneten IT-Fachverfahren vor allem verlässliche Daten und wissenschaftliche Erkenntnisse zur Verfügung zu stellen. Im Rahmen dieser Tätigkeit betreut das IBBW u.a. eine Vielzahl einzelner Softwareanwendungen, die unter dem Akronym "LOBW" als Verfahrenskomplex zusammengefasst werden und auf der Software-Plattform .NET basieren. Auftragsgegenstand ist die Erbringung von Pflegeleistungen (einschließlich Weiterentwicklung) für diese vorhandenen Softwareanwendungen und Erstellungsleistungen (Konzeption, Entwick-lung und Integration) für neue Softwareanwendungen auf Basis der Software-Plattform .NET.
