Le présent accord-cadre intervient dans le cadre de la centrale d’achat Parc naturel de Gaume. Il a pour objet la désignation d’un ou plusieurs prestataires pour la réalisation de plusieurs étapes d’une stratégie immobilière globale et à long terme dans un objectif de neutralité carbone d’ici 2040 pour les administrations communales ayant adhéré à la centrale d’achat et ayant manifesté leur intérêt pour ce marché. Cette stratégie immobilière implique pour chaque commune les étapes suivantes :
- Achat de compteurs et monitoring des consommations et de la qualité de l’air
- Remplir une « fiche synthèse bâtiment » par bâtiment
- Réalisation d’audits énergétiques
- Réalisation d’études de préfaisabilité pour des systèmes SER
- Formulation des besoins actuels et futurs
- Priorisation des bâtiments à rénover
- Stratégie d’investissement
- Etablissement d’un plan d’action
- Evaluation des besoins en ressources humaines pour la mise en œuvre du plan d’action.
Ce marché de service ne concerne que les étapes 3 et 4 qui sont reprises sous forme de lots.
