De nv Wind Aan de Stroom wenst tot de gefaseerde ontwikkeling over te gaan van één (1) tot vier (4) windturbines in het havengebied Antwerpen, met name de Linkerscheldeoever. De gefaseerde ontwikkeling wordt gestuurd door de aspecten ruimtelijke planning en natuur. Het finaal aantal turbines is afhankelijk van lopende MER en vergunningstrajecten.

De opdracht is conform artikel 135 van de wet van 17 juni 2016 opgesplitst in twee delen, namelijk één vast deel en één voorwaardelijk deel
