Hankinnan tavoitteena on nykyisen RLJ kokonaisuuden ylläpidon sekä jatkuvan kehityksen sopimuksen uusiminen. Nykyisen RLJ kokonaisuuden ylläpito ja kehitys toimittajan vaihtuessa vaatii nykyisten ympäristöjen siirron Nexigroupin AWS-ympäristöstä (Amazon Web Service) ympäristöstä toimittajan omaan ympäristöön. Järjestelmät eivät ole agnostisia ajoympäristöön suhteen, joten migraatio ja asennus vaatii sovitustyötä, joka tulee ottaa huomioon tarjouksessa.
Nykyinen RLJ koodi on Github:ssa Nexigroupin hallinnoimalla tilillä, koodi saadaan tarvittaessa siirrettyä toiseen tiliin tai palveluun. Uuden RLJ kokonaisuuden tulee olla sisällöiltään ja toiminnallisuuksiltaan Veikkauksen nykyistä ratkaisua vastaava kokonaisuus, jossa nykyiset ja uudet toiminnallisuudet ovat käytettävissä jatkossa myös käyttökatkoja tai hyvin lyhyillä suunnitelluilla käyttökatkoilla.
