Toerisme Oostende vzw (de aanbesteder) zoekt één partner voor het volledige traject van de Winterwandeling 'Lichtgolf'. De opdracht verenigt zowel de visuele lichtbeleving als het narratieve audioverhaal. 'Lichtgolf' is een totaalconcept waarbij een poëtisch audioverhaal en artistieke lichtinstallaties samenkomen om het unieke DNA van Oostende te versterken. De wandeling voert langs zeven (vermoedelijke hoeveelheid) vaste locaties in de binnenstad, De lichtinstallaties zijn bedoeld om de inhoud en beleving van de audiowandeling op symbolische wijze te verbeelden.

Bezoekers kunnen het verhaal volgen via de Ostend City Walk App of via gehuurde audiotoestellen (deze worden voorzien door de aanbesteder). Per stop wordt een verblijftijd van drie tot vijf minuten gehanteerd om een vlotte doorstroming van de wandelaars te garanderen. Het parcours is specifiek ontworpen als een avondactiviteit die dagelijks tussen 17.00 en 23.00 uur operationeel is.

Het doel van het project is om een meeslepende winterbeleving te creëren die zowel bewoners als toeristen verbindt met het maritieme en culturele erfgoed van de stad. Bezoekers betalen 8 euro om het parcours met audio te lopen. De lichtinstallaties bevinden zich hoofdzakelijk in het openbaar domein en zijn zichtbaar voor iedereen.

Bezoekers moeten dus voldoende getriggerd worden om de combinatie van licht en geluid te doen. De kernopdracht omvat: Synergie: Het creëren van een "1+1=3" effect waarbij de lichtinstallaties en het audioverhaal (via de Ostend City Walk App of gehuurde toestellen) elkaar versterken. DNA van Oostende: De wandeling moet diep geworteld zijn in het maritieme, culturele en artistieke karakter van de stad (o.a.

James Ensor). Toegankelijkheid: Het verhaal moet beschikbaar zijn in het Nederlands en Frans (Engels is een meerwaarde) en geschikt zijn voor een breed publiek. De jaarlijkse geraamde afname voor dit dossier bedraagt 255.000 EUR ex.
