De bouwshift zorgt ervoor dat overheden een toenemende nood ervaren aan planologische compensatie bij het omzetten van zachte naar harde bestemmingen. Vandaag zijn er amper technologische tools beschikbaar om deze planologische compensatie te ondersteunen. Provincie Antwerpen wil een digitale, beslissingsondersteunende tool ontwikkelen die bovenlokale matching tussen ruimtelijke vraag en aanbod mogelijk maakt, in functie van planologische compensatie.

De exacte architecturale opzet, technologische invulling en mate van configuratie van zulk een tool vormen het onderwerp van de marktconsultatie. We zoeken hiervoor ondernemingen, (onderzoeks-)organisaties en experten met expertise in onder meer: GIS- en ruimtelijke analyse, regelgebaseerde en (multi-criteria) decision-support systemen, software- en solution architecture, algoritmisch ontwerp, front-end ontwikkeling voor technische configuratie-, visualisatie- en inspectietools; publieke-sectorprojecten met hoge eisen rond transparantie. De marktconsultatie vindt plaats op 11 maart 2026 in het Provinciehuis in Antwerpen.
