Die Abfallwirtschaft erfasst die Schadstoffe aus Haushalten, dem Kleingewerbe und öffentlichen Einrichtungen in haushaltsüblichen Mengen über eine kreisweite Schadstoffsammlung. Die Erfassung besteht aus einer dezentralen halbjährlichen Sammlung (mobile Sammlung) sowie einer monatlichen mobilen Annahme bei der Deponie Scheinberg. Die dezentralen Schadstoffsammelstellen sind über den gesamten Landkreis verteilt.
Die monatliche mobile Annahme befindet sich bei der Deponie Scheinberg. Der Auftragnehmer stellt ein Sammelsystem zur Bereitstellung von schadstoffbelasteten Abfällen zur Verfügung. Die mobile Einrichtung muss schnell auf- und abgebaut werden können, da teilweise mehrere Standorte pro Tag angefahren werden müssen.
Die Sammlung ist während der gesamten Einsatzzeit mit mindestens zwei Personen zu besetzen. Hiervon muss mindestens eine Person die Fachkunde gemäß TRGS 520 nachweisen.
