De aanleiding voor deze aanbesteding is dat de bestaande software van het rekenmodel TIOX, dat in 2007 is gebouwd, inmiddels is verouderd en moet worden vervangen. TIOX werkt hierdoor steeds trager en het onderhoud wordt steeds lastiger en kostbaarder. Het is daarom noodzakelijk om de software van TIOX te vervangen.
