Met deze plaatsingsprocedure wenst het VEB als Aanbestedende Overheid voor de Opdrachtgevers een ESCO (definitie in Bijlage 1) aan te duiden als Opdrachtnemer die de besparing op de energiefactuur van de Projectinfrastructuur garandeert door het verhogen van de efficiëntie en het uitvoeren van creatieve en kwaliteitsvolle maatregelen. Om dit te garanderen maakt het onderhoud van de kwaliteitsvolle maatregelen en geselecteerde technische installaties eveneens deel uit van de Opdracht. De Opdrachtgevers zijn aldus op zoek naar een methode om de energiefactuur van de Projectinfrastructuur te verminderen.
