Gemeente Borne wil als aanbestedende dienst een opdracht gunnen aan één opdrachtnemer per perceel voor het leveren van beveiligingsdienstverlening ten aanzien van de opvanglocaties voor vluchtelingen, in de vorm van fysieke manbeveiliging en/of beveiliging op afroep bij calamiteiten. Gemeente Borne treedt in deze aanbesteding ook op als penvoerder voor andere partijen (deze noemen wij hierna 'deelnemers'), namelijk de gemeenten Dinkelland, Tubbergen en Hellendoorn. Iedere deelnemer sluit voor zichzelf een raamovereenkomst af.

Als in deze offerteaanvraag de aanbestedende dienst wordt genoemd, wordt hiermee bedoeld de penvoerder van deze aanbesteding en alle deelnemers.
