Met deze opdracht wenst de aanbestedende overheid in te spelen op de diverse en groeiende ambities die inzake een ESM-omgeving bestaan, zodat individuele lokale besturen er gebruik van kunnen maken om hun digitale maturiteit te verhogen, in te zetten op zelfredzaamheid van hun medewerkers en burgers, te integreren met bestaande toepassingen en waar mogelijk digitale transformaties door te voeren. Daarnaast dient de omgeving samenwerking en uitwisseling tussen besturen te faciliteren (bvb. delen van kennis en workflows, rapportering over verschillende besturen,…) zonder in het vaarwater van de autonome werking van lokale besturen te komen. De omgeving dient instrumenten te bevatten voor een derde actor (zoals de aanbestedende overheid) die de samenwerking en uitwisseling coördineert
