De opdracht betreft raamovereenkomsten met meerdere deelnemers (zie ook 1.2) voor de aankoop van vrachtwagens met een volledig elektrische aandrijving (Full EV) voor regionaal en stedelijk gebruik. De vrachtwagens worden in functie van hun maximaal toegelaten massa (MTM) opgedeeld in twee percelen (19 ton en 26 ton). Voor elk van deze percelen wordt een complete configuratie (chassis-cabine met ombouw), het aangeboden model genoemd, omschreven.
De ombouw betreft in beide gevallen een vaste open laadbak.
