Description
De derde Europese postrichtlijn (2008/6/EG) geeft de regels weer die EU-landen hebben moeten invoeren om de interne markt voor postdiensten in de EU te voltooien. Artikel 5 van deze postrichtlijn stipuleert dat de universele dienstverlening evolueert “overeenkomstig de technische, economische en sociale ontwikkelingen en de behoeften van gebruikers”. Het BIPT evalueert deze behoeften van gebruikers op regelmatige basis via consumentenstudies.
In haar laatste studie voorzag het BIPT een geïntegreerde mixed-method aanpak van de kwalitatieve en kwantitatieve gedeeltes van de studie om zo tot een optimaal totaalbeeld inzake consumentenperspectieven te komen. Dit totaalbeeld diende het BIPT in staat te stellen om eventuele gewijzigde behoeften van gebruikers en bepaalde trends vanuit consumenten-perspectief in kaart te brengen.
