De aanbestedende overheid voert promotiecampagnes verspreid over de wereld, sommige met financiële steun van de Europese Unie. De subsidieovereenkomsten die in het kader van de financiering van deze campagnes worden afgesloten, leggen aan de aanbestedende overheid de verplichting op om in welbepaalde gevallen tussentijds een certificaat nopens de financiële verslagen te laten verschaffen door een extern auditor. Concreet moet een ‘certificaat betreffende de financiële jaarverslagen’ worden afgeleverd, opgesteld overeenkomstig internationale auditnormen en gestaafd met het auditverslag overeenkomstig het vigerend model, telkens wanneer een cofinanciering wordt gevraagd van 325.000 euro of meer en indien de maximale subsidie meer dan 750.000 euro bedraagt.
