De ontwikkeling van een nieuwe ondergrondse parking, die aanzienlijke voordelen zal bieden voor de parkeerfaciliteiten langs de kaaien, is een onderdeel van het Masterplan Scheldekaaien. De ondergrondse parking wordt gerealiseerd onder de Kaaien ter hoogte van het Loodswezen aan de Tavernierkaai en Van Meterenkaai. Het ontwerp richt zich niet alleen op het compenseren van de bovengrondse parkeerplaatsen die verloren gaan door de gebiedsontwikkeling, maar ook op het verbeteren van de toegankelijkheid en mobiliteit in de regio, wat van groot belang is voor zowel de stad als haar bezoekers.
De Opdracht omvat in het bijzonder het verder ontwerp – op basis van het Basisontwerp – en de bouw van de ondergrondse parking en de benodigde aanpassingen aan de kaaien.
