In het kader van de opdracht beoogt de aanbestedende overheid een raamovereenkomst te sluiten zoals bedoeld in artikel 2, 35° van de Wet van 17 juni 2016 (zoals hierna gedefinieerd). Dit betekent dat de gunningsprocedure als voorwerp heeft het sluiten van een raamovereenkomst met één leverancier met als doel gedurende een periode van zes jaar de voorwaarden inzake te plaatsen opdrachten vast te leggen m.n. wat betreft de prijzen en de eventueel beoogde hoeveelheden. Het voorwerp van de opdracht vormt een overheidsopdracht voor leveringen, zoals bedoeld onder artikel 2, 20° van de Wet van 17 juni 2016 (zoals hierna gedefinieerd) en met als voorwerp raamovereenkomst voor leveren van licenties voor plagiaatcontrole en feedbacksysteem in leeromgeving Moodle, waarvan de inhoud nader is beschreven in deel 4 – Technische bepalingen en bijzondere uitvoeringsvoorwaarden – van het bestek.
