De studie over de Argusvlinder kadert binnen het Complex Project Extra Containercapaciteit Antwerpen (ECA), een initiatief van de Vlaamse overheid, Port of Antwerp-Bruges (PoAB) en de Maatschappij Linkerscheldeoever (MLSO), om de groeiende containertrafiek in de Antwerpse haven op te vangen.
