Description
De voorwaardelijke vrijgave van vast radioactief materiaal wordt door het Belgische nucleaire regelgevingskader onder specifieke voorwaarden toegestaan. Er dient een vergunningsaanvraagdossier ter goedkeuring worden voorgelegd aan het Federaal Agentschap voor Nucleaire Controle (FANC). Artikel 18 van het ARBIS omschrijft wat dergelijke vergunningsaanvraag dient te bevatten.
Pas indien aan alle voorwaarden wordt voldaan kan een vergunning voor verwijdering via Artikel 18 afgeleverd worden. Belgoprocess beoogt het afsluiten van een raamovereenkomst met een partner (deponie) om verschillende inerte materiaalstromen (betonpuin, zand, ingots,…) vrij te stellen volgens Artikel 18 van het ARBIS. Inbegrepen diensten zijn: acceptatie en storten van de materialen.
Er dient bij de uitvoering van de opdracht rekening gehouden te worden met de milieuvoorwaarden die opgenomen zijn in VLAREM, meer bepaald VLAREM II criteria artikel 5.2.4.1.10: “Criteria voor afval dat aanvaardbaar is op stortplaatsen voor gevaarlijke afvalstoffen” en criteria omtrent PFAS. Hiervoor worden chemische analyseverslagen aangeleverd aan de opdrachtnemer.
