Opdracht voor het sluiten van een raamovereenkomst tussen Woonhaven Antwerpen BV en meerdere advocatenkantoren (advocaten of advocatenassociaties) waardoor Woonhaven gedurende de looptijd van de overeenkomst één van de advocaten of advocatenassociaties, waarmee de raamovereenkomst wordt gesloten, kan gelasten met de uitvoering van de deelopdracht. Het betreft een raamovereenkomst zoals bedoeld in art. 2, 35° van de Wet Overheidsopdrachten, waarbij concrete dienstenopdrachten zullen geplaatst worden naar gelang de behoeften. De raamovereenkomst zal voor de drie percelen (zie hierna) gesloten worden met telkens drie opdrachtnemers, voor zover er voldoende geschikte inschrijvingen zijn.
De op de raamovereenkomst gebaseerde opdrachten worden gegund zonder de deelnemers opnieuw in mededinging te stellen maar met toepassing van een cascadesysteem. Dit cascadesysteem wordt verduidelijkt in het bestek.
