Ponudnik mora ponuditi predmet javnega naročila v celoti.
Naročnik ima za javno naročilo zagotovljena sredstva. Ponudbe, ki bodo presegale višino zagotovljenih sredstev, bo naročnik zavrnil kot nedopustne.
