Description
Cancellation of tender process due to limited competition and insufficient technical requirements in the tender material. DSB has completed a tender with a negotiated procedure regarding an agreement for spare parts and services connected to DSB's S-train fleet for the next 15 years. DSB was seeking a supplier to deliver
- S-train OEM parts, including SIBAS and Traction Spare Parts
- Repair services
- Replacement Parts and Software (Re-engineered Parts and New Products)
- Obsolescence management DSB has decided to cancel the tender without awarding a contract and initiate a new procurement procedure. The decision to cancel is based on an overall assessment of the limited competitive situation in the procurement procedure and material deficiencies identified in the tender material. DSB has concluded that these deficiencies make it necessary to conduct a new procurement procedure based on revised and clarified requirements. In particular, the tender material did not contain sufficiently precise and comprehensive requirements or verification mechanisms to enable DSB to adequately assess a supplier’s technical capabilities, relevant experience and operational readiness to assume responsibility for the services and components covered by the agreement. DSB has assessed that the updated requirements cannot be incorporated into the current tender material in a legally compliant manner. Consequently, cancellation of the current procedure and initialising a new procurement procedure is considered necessary. DSB intends to publicize a new tender with clarified technical specifications, to ensure that all of DSB's technical demands are verifiably met. The revised new technical specifications will be found in the new tender material of the coming tender.
