A Közbeszerzési és Ellátási Főigazgatóság (továbbiakban: ajánlatkérő, KEF) „Belföldi sajtótermékek beszerzése 2025-2029.” tárgyban, a 2015. évi CXLIII. törvény (a továbbiakban: Kbt.) Második Része alapján, uniós eljárásrendben dinamikus beszerzési rendszer (a továbbiakban: DBR) létrehozására irányuló közbeszerzési eljárást (az eljárás elektronikus közbeszerzési rendszer azonosítója: EKR001852002024) folytatott le, majd a 4. ajánlattételi szakasz (Belföldi sajtótermékek beszerzése 2026. évre - Megyei és általános sajtótermékek, IV. negyedévre) - élve a Kbt. 41. § (4) bekezdésben foglalt lehetőséggel - az EKR-en kívüli saját informatikai rendszerben (KEF portál) került lefolytatásra.
