Die BWI GmbH (im Folgenden "BWI" genannt) erwägt, einen Rahmenvertrag mit einem einzigen Vertragspartner über die Lieferung von FSP3000 Dense Wavelength Division Multiplexing (im Folgenden "DWDM" genannt)-Hardwarekomponenten des Herstellers ADVA Network Security GmbH, sowie Planungs-, Montage- und Inbetriebnahmeleistungen, Projektmanagement und die Wartung der Komponenten für den Kunden Bundeswehr (anteilig 95%), den Eigenbetrieb der BWI sowie weiteren Bundesbehörden in Höhe von ca. 322.500.000,00 Euro (netto) abzuschließen. Dieser Bedarf soll im Wege eines Verhandlungsverfahrens mit Teilnahmewettbwerb nach § 11 Abs. 1 Satz 1 Alt. 2 VSVgV vergeben werden. Der Rahmenvertrag wird mit einer Laufzeit von maximal zehn Jahren abgeschlossen.
