De Concessie omvat het ontwerpen, leveren, installeren, overnemen, onderhouden, beheren en exploiteren van publiek toegankelijke AC-laadinfrastructuur op het grondgebied van Mechelen en Leuven. Zowel nieuwe laadpalen volgens het Strategisch Laadplan als bestaande en over te nemen Allego-palen maken deel uit van de Concessie. De infrastructuur moet voldoen aan de technische vereisten, slim-ladenfunctionaliteiten mogelijk maken en integreerbaar zijn in de stedelijke data- en beheersystemen.
De Concessie omvat twee Percelen: één voor Mechelen en één voor Leuven. Inschrijvers kunnen op één of beide Percelen inschrijven. Indien dezelfde Concessiehouder beide Percelen gegund krijgt, mag de uitvoering organisatorisch geïntegreerd worden, mits beide steden afzonderlijk kunnen sturen en rapporteren.
Er zal ook voor elk perceel een afzonderlijke concessieovereenkomst worden opgemaakt.
