Description
De opdracht omvat de opmaak van een gemeentelijk Beleidsplan Ruimte voor de Stad Aalst, zoals voorzien in de Vlaamse Codex Ruimtelijke Ordening (VCRO). Artikel 1.1.3 van de Codex bepaalt namelijk dat de ruimtelijke ordening van het Vlaamse Gewest, de provincies en de gemeenten beleidsmatig wordt vastgelegd in ruimtelijke structuurplannen of ruimtelijke beleidsplannen. Het Beleidsplan Ruimte zal als beleidsdocument het kader vormen voor de ruimtelijke toekomst van de stad, zowel strategisch op lange termijn als operationeel op middellange termijn.
Het zal het Gemeentelijk Ruimtelijk Structuurplan (GRS, goedgekeurd in 2002) vervangen. De realisatie van een gemeentelijk Beleidsplan Ruimte doorloopt een gefaseerd proces in wisselwerking met de opmaak van een plan-MER. Dit plan-MER moet de beleidskeuzes in het Beleidsplan Ruimte aan een milieueffectenbeoordeling op strategisch niveau onderwerpen met als finaliteit de beleidskeuzes te bevestigen, te verantwoorden en/of bij te sturen.
De Stad verwacht dat de opdrachtnemer de wisselwerking en afstemming tussen het beleidsplanningsproces en de milieueffectenrapportage mee bewaakt. Essentieel voor de opmaak van een gemeentelijk Beleidsplan Ruimte is het organiseren van een volwaardig en inclusief publiekstraject. Een volledige en uitgebreide omschrijving van de opdracht is terug te vinden in de hierna vermelde technische bepalingen.
