Het eerste luik betreft de organisatie van een lerend netwerk rond “verweven werklocaties”. Een lerend netwerk beoogt kennis-en ervaringsuitwisseling tussen de deelnemers aan dit netwerk, in dit geval met de voornaamste actoren die een economisch verwevingsbeleid willen bewerkstelligen maar met de steden en gemeenten als primaire doelgroep. Het tweede luik is bedoeld om inzichten en aanbevelingen te puren uit bestaande ervaringen.

Dit behelst ten eerste doelmatigheidsevaluaties van een maatregel of een set van maatregelen (projecten, processen, ‘instrumenten’ en regelgeving) die de pionier-gemeenten nemen zodat hieruit kan geleerd worden hoe een verwevingsbeleid ontwikkeld en ingebed kan geraken in de lokale beleidspraktijken.
