Het voorwerp van dit bestek betreft de opmaak van een EPC NR voor de Brugse stadsgebouwen in de lijst als bijlage. Bovendien wordt, vertrekkende vanuit de EPC NR-studie van elk van deze gebouwen, een algemeen routeplan, richting 2050 gevraagd. Dit routeplan beschrijft en begroot per gebouw of per gebouwen-cluster welke ingrepen uitgevoerd moeten worden (zowel gebouwschil, technieken, energieopwekking als transitie van energiedragers worden beschouwd) in een traject richting klimaatneutraliteit.
Deze opdracht houdt géén strategiebepaling in voor het Brugse patrimonium. Een beleidsadvies over functionaliteit, het strategisch inzetten van patrimonium of advies bij bepalen van kernportefeuille van het Brugse stadspatrimonium maakt geen deel uit van de opdracht. De aangeleverde lijst van gebouwen vormt niet het volledig patrimonium van de stad, maar slechts deze waarvoor de opmaak van een EPC NR (EnergiePrestatieCertificaat voor Niet Residentiële gebouwen) dringend aan de orde is.
