Het Agentschap Wegen en Verkeer Vlaams-Brabant van de Vlaamse overheid en het Leuvense stadsbestuur wensen een ontwikkelingsvisie te laten opmaken voor de Leuvense stadsring. Aanleiding zijn de inzichten verkregen uit de microsimulatie voor de R23, Regionet Leuven en het voornemen van de stad tot visualisering van de tweede stadsomwalling. De heraanleg van de ring vormt eveneens een doorbraakproject in het Klimaatcontract dat de stad Leuven eind 2023 indiende bij de Europese Commissie.
Bovendien wordt de ringruimte vandaag vooral ingenomen door verkeersstromen en beantwoordt ze niet aan de verwachtingen van een kwalitatieve en aangename stedelijke ruimte.
