Deze overheidsopdracht betreft een raamovereenkomst met een duurtijd van maximum 4 jaar waarbij bestellingen kunnen worden geplaatst voor het opstellen van een overkoepelende, bovenlokale visie op het uitgiftebeleid en het opmaken van bovenlokaal afgestemde uitgifteplannen voor bedrijventerreinen. De raamovereenkomst vormt onderdeel van de ondersteuning aan lokale besturen die VLAIO biedt inzake gebiedsregie voor een regionaal samenhangend geheel van bedrijventerreinen: als minstens twee gemeenten of een fusiegemeente (2025) voor meerdere bedrijventerreinen op hun grondgebied een overkoepelende visie en daarop geënt bovenlokaal afgestemd uitgifteplan willen uitwerken, dan kunnen ze hiervoor een opdracht plaatsen en beroep doen op de aangestelde dienstverlener.
