De raamovereenkomst zal hoofdzakelijk gebruikt worden voor kleine en middelgrote projecten of bij opdrachten die op korte termijn moeten opstarten. Voor meer complexe projecten kan de aanbestedende overheid ten allen tijde beslissen om te werken via mini-competitie of via afzonderlijke plaatsingsprocedures (buiten deze raamovereenkomst).
